I race harescrambles on atvs, and it always goes by displacement and age, which i dont believe either would really work real well with buggys. But at GNCC they have morning and an afternoon race. Basically Amatuer and seasoned rider. But the morning race has about 3miles cut off from what the afternoon runs, to tame it down a bit. So maybe do different class different hills?

No matter how hard you try, you will never be able to please everyone. It is also almost impossible to have an "even" hill climb because of all of the different classes (3-rib vs built high geared 6-rib transmissions, umpteen different combination of engine sizes, 4 cyl, vs 6 cyl vs 8 cyl, water cooled vs air cooled, Tires with bolts vs tires without, tires cut vs tires uncut, suspension setups, etc the list goes on and on..) Just make it as fair as you can and that is all you can do. The MAIN thing to remember is like already stated.. everybody just have fun, no one get hurt and play hard!
