 Post subject: email change... HELP!!!

I tried sending something to the "contact us" button, but it comes back to me due to a full mailbox on the receiving end.
I'll soon be losing my current email address and I don't wanna miss anything. I'm having trouble changing my email with the User Control Panel. It says the new one I entered is not permitted???
I need a guru!
