from herald dispatch The second accident occurred about 8:15 p.m. Saturday in the 9100 block of Cooper Ridge Road near Milton. Norman Goodpaster, 59, was driving a homemade dune buggy in the northbound lane when he lost control of the vehicle and struck a rocky hillside head-on, Chafin said. He was pronounced dead at the scene.
Goodpaster was not wearing a seat belt, and investigators believe alcohol was a factor in the accident, Chafin said. The Milton Volunteer Fire Department and Cabell County EMS assisted at the scene.
