I have a rear disc set up with irs bug arms and stub axles. The rear wheels kind of flop around. One of the rotors is missing all internal splines and I am going to replace both this weekend. With 31 15.5 15 tires on steel wheels will it still have some flop. I'm ok with buying stubs but don't want to if it's not going to fix. Just wanna be prepared for memorial day weekend. Your axle nuts have worked loose at one time or another taking out the splines in the rotors.
Your stubs should be fine as they are much harder than the cast rotor.
Replace the rotors and be sure to tight the axle nut to at least 250 # and keep an eye on them.
Otherwise you will be doing it again..........

If the wheel flops around after that you have other issues.

Those axle nuts are a B*&$% some times!

WOW glad i asked. It's on a rail i got for parts and to be honest i had no idea that the axle nuts had to be that tight. Thanks

If you don’t have a torque wrench that goes that high borrow one. Or use a breaker bar with a 4' cheater and crank it down. Don’t forget the cotter pins also. Don’t use baling wire or a bent nail… that shit kills me when someone looses a wheel and says “I had baling wire in there, WTF happened????”
