I have had the same problem with my progressive. My problem was the intake-to-head gaskets were not sealing, the rubber gaskets on the intake were a little cracked and the accelerator pump on the carb wasn't set right. There is very little movement to the accelerator pump. After the pump is pushed in all the way there is a spring loaded peice in the center that takes up the rest of the travel. Part of my problem was the accelerator pump was almost out of travel when the carb was sitting at idle. The little metal lever that pushes the pump in was bent in to far. If you bend that thing out alot the pump will work better and your motor won't load up. Remeber those carbs were designed for fuel economy, So it is very hard to make that carb run rich. The more fuel you can give it the better. Also I switched to a electric fuel pump when I fixed all that other stuff on the carb. I don't know it that affected anything but it shure does run better with that electric.
