What's the best ratio rockers to run with a 1641? I have a 110 cam, with dual 34 webers and have the empi performance heads with single valves.

with single springs and 110 cam i would suggest staying with stock 1.1 rockers, jmo

If you're having to buy some anyway, abd put the motor together, I'd go ahead and have the heads cut for double springs, and move up to 1.25 rockers. If ya don't wana do all that, You would probably be just fine with the 1.25s with your current setup as long as you don't rev its guts out. With a small displacement engine I'd be looking for every gain I could get, and obviously a 1.25 is an upgrade from stockers. Just my $.02.
