Cheap carb is a progressive Weber. It is not easy to vent this carb for offroading. It has a choke for cool and cold weather. You have to take it off to change jets.
Next is a single Weber IDF. The carb will need good preheat to run right in cool and cold weather.
Dual Webers will be simpler to set up run better in cool and cold weather. Down side is they tend to load up at low rpms in rough terrain. There are off road kits to help with this.
You could give us a few details as to what heads and cam your planning to use.

I would build a 2165! I built a 1915 only to soon realize I could of gained a few more cc's for no extra funds.

Carb issue, spend the money and find a set of Dellorto 40's on thesamba.com for 400ish. Don't cut any corners and you wont have to spend the money later.

You will be disappointed running a progressive on a 1915.

I had the progressive on my 1915 when i built it, It was previously on my 1641. Lack of funds forced me to run it for a few months, But I went Dual Weber 40's I have no complaints at all Runs amazing.
