Should the bushing for the rear trailing arm fit over the part that the bolt threads into?

can not get the bushing to go over this part. Any suggestions? Thanks

That hub should be the same size as the steel tube running through the bushing. If it's not right the bushing won't fit over it. Does the tube and bolt lign up?
