I'm trying to figure out top bag mounts. I am thinking something close to this (orange is front to back and blue for the cross bar) and gusset it up real good. Any suggestions?

That's the way I did mine. I also added two verticle pieces from the frame horns up to the cross bar. Don't really know yet how strong it is.Image
