EFI systems need 30 to 65 PSI fuel pressure depending on manufacture. They must also be Regulated in order for the Injectors to function properly. Typically the regulator is built into the fuel rail system. Injector open time depends on the pressure to be constant in order to deliver the precise amount of fuel that the ECU has calculated. The higher the pressure the more fuel for a given cycle. The lower the pressure the less fuel for a given cycle. I know TMI!

I am not sure about the regulator,,I think EFI engines need the big pressure of an EFI pump and the regulator is built in somehow if it even has one. The return line allows the residual fuel to return to the fuel cell,,or low side of the pump.
