Take it apart and see if the seal is ripped we had a couple that were like that brand new,if so you need a wheel cylinder hone and a rebuild kit,did you bleed the turning brake there is a allen screw somewhere that you can bleed it with.When you bleed you brakes make sure the bleeder on the caliper is the highest part of the caliper you will need to unbolt it and put something between the pads so you can bleed it.hope this helps
